Most advisors who work with federal employees on this don't recommend rolling over an entire TSP balance into metals.

A partial rollover, often somewhere in the 10% to 20% range of total retirement assets, is a more common allocation for people using gold as a diversification tool rather than a full replacement strategy.

There's no IRS rule dictating a percentage. This is a personal allocation decision, and it should be made with a tax professional or fee-only financial planner who isn't earning a commission on the metals sale, since many of the companies marketing these rollovers do.
